October 2009 Community Council The Community Council is forging ahead with its Village Plan initiative. A Bulletin is being published from time to time so that residents of Gwernymynydd and Cadole are kept up to date with the progress being made on the preparation of a Development Plan. The first of these - together with a questionnaire, was delivered throughout the two villages with the September newsletter. The completed questionnaires should arrive no later than October 9th (prepaid envelope provided)-or placed in the boxes in the Rainbow, The Swan, the Owain Glyndwr or the Village Centre. Chairman Elwyn Owens and Project Leader Chris Bradshaw say they are grateful to everyone taking part in this exercise, that the information provided is invaluable. Members of the Plan’s Steering Group will analyse the results, and a report on the findings will be published early in 2010. It will be summarised in the Bulletin following the report and circulated to every household. Later, at a meeting of the Development Plan Steering group, ideas for community activities flooded in! No less than fifteen suggestions were proposed for short and long-term action – and more are expected when the questionnaires are returned. (Last day for return October 9th). The next meeting of the Steering Group is on Monday October 12th when the results of the questionnaire will be ready for analysis. The planning appeal by Osghan Ltd. concerning the proposed development at Tros-y-Wern Farm (construction of 3 zero carbon dwellings and 3 wind turbines) was held on September 15th. Speaking against the application were Cllr.Chris Bradshaw (Community Council) Gareth and Liz Parry (neighbours) Graham Humphreys (Ramblers Assn.) Paul Roberts (resident Hafod Rd.) and County Cllr. Nancy Matthews. The decision by the Welsh Assembly will not be known for some weeks. At the September meeting, Chairman Elwyn Owens welcomed Community Council auditor David Griffiths who gave an up-to-date financial report. Also welcomed were PC Gary Aldous and five members of the public. PC Aldous said he was pleased to report no crimes committed during the past month. There had been one or two road related offences, but again he was pleased to report no diesel theft which he warned was becoming more common. Several members reported speeding on housing estates and minor roads, and he said a meeting is being arranged of police and county council officers to discuss the problem. Also new legislation is awaited. Vice-chairman & Project leader Chris Bradshaw gave an update on the Development Plan and said he was hoping for an early return of the questionnaire recently delivered throughout the two villages. He reminded everyone the forms were to be returned by October 9th. Continued on Page 3
