Minutes of the Meeting held on Thursday 25th October 2007 at the Village Centre, Gwernymynydd.
Chairman: Councillor K. Taylor.
1. Apologies for Absence
Apologies for absence were received from Councillors J. McCormick, E. Owens and Mrs N. Matthews. Councillor Matthews in her absence provided information which is reported below for the Members of the Council.
2. To Approve the Minutes of the September Meeting The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting subject to the following alteration; Item 3; Councillor G. Morris informed the Members that work on the hard standing area to the rear of the Village Centre had now been completed. Councillor Morris also related to the Council that Flintshire County Council had installed the requested ‘dog bin’ at the agreed site in Hafod (Road) Drive.
3. Matters Arising from the Minutes
Ref: KSS/043076, Demolition of existing buildings and residential development of 24 dwellings and associated works including ground remodelling, located on land at Siglen Ucha, Ruthin Road, Gwernymynydd. Councillor T. Barley reported that the Flintshire County Council website, Planning Applications, was displaying the wrong drawings. It was resolved that this mistake be pursued with the respective Department. Also, Councillor Mrs. N. Matthews informed the Members that a site meeting would most probably be held on the Monday prior to this Application being discussed in the Planning Meeting scheduled for the 14th November 2007.
With reference to Councillor Mrs. E. Parry concerns regarding noise pollution caused by an increase in passenger aircraft flying over Gwernymynydd, the Clerk reported that he had been in contact with 18 local Town/Community Councils and that out of that number only Flint Town Council had reported similar complaints. A Councillor from Halkyn Community Council had made reference to the increase in air traffic over the area but did not have any concerns or complaints about the issue.
4. Gwernymynydd Community Development Plan Councillor C. Bradshaw by way of a reminder presented to the Council the main theme of the Plan, he worked through the handout document given to Members at a previous meeting; this outlined by means of a flow diagram the guidance to be followed. Councillor Bradshaw reported that Councillor Mrs. N. Matthews had worked through the Council’s ideas with Mr. Huw Evans, Chief Planning Services Officer, Flintshire County Council and stated that the Gwernymynydd Development Plan had been well received.
Councillor Bradshaw drew reference from what was happening in England and Cheshire in particular, the Village Design Statement and Local Parish Plans were quoted as being excellent examples of the Local/County and or Unitary Authority in England working together for the benefit of the community. The Members were given information about the Village Design Statement for Kelsall, Cheshire and were requested to look at the Plan reference to what could be done for Gwernymynydd; the attached paper provides website information about the Kelsall Plan.
5. Gwernymynydd Youth Council/Youth Club Councillors Mrs. N. Matthews in her note to the Council informed the Members that the Youth Club would begin on Tuesday the 13th November, at 6.30 to 8.30 PM for a trial period of one meeting per month for 6 months. The news that the Youth Club would be returning to the village was well received by the Members and a vote of thanks was given to both Councillor Mrs. N. Matthews and Councillor E. Owens for all the hard work that had been done to achieve this success.
6. Reports 1. Police Matters
The Chairman welcomed PC G. Aldous to the meeting, the Constable then proceeded to give his report to the Members. October had been a good month there being only one issue to be dealt with, PC Aldous informed everyone that this was still ongoing but he was hopeful for a successful conclusion to the matter.
The Members thanked PC. Aldous for his report and for attending the meeting. 2. Outside Bodies
With reference to the Village Centre Management Committee, Councillor G. Morris provided an update of information for the Members. The repair work to the roof of the Centre was due to start very soon following completion of the erection of the scaffolding.
Information was received informing the Council that the Public Inquiry into the Bryn Gwyn Quarry Application would be heard at the Village Centre on 4 days, the 26th to the 29th of February 2008. Councillor C. Bradshaw informed the Members that there would be a Pre-Inquiry to explore the terms of reference of the Inquiry itself. Councillor Bradshaw stressed to everyone the importance of a united effort being needed to resist the proposal submitted by D. P. Williams (Holdings) Ltd. It was proposed and agreed that adjacent Councils and affected communities be contacted in order to arrange a meeting with the view of presenting a united front to resist the application submitted to re-open the Quarry.
3. Sub-Committees
There were no items for discussion. 4. A494, Gwernymynydd/Cadole Councillor G. Morris informed the Members that as requested by the Council the ‘old black and white’ Gwernymynydd village sign had now been relocated to the Cadole end of the village boundary. Councillor Morris also reported that there was a small parcel of land close to the site which although being within the Flintshire County boundary the land was not maintained. The Clerk was requested to pursue the matter further.
5. Complaints received by Councillors Councillor Mrs M. Bellis requested information regarding the sign that was fixed onto the ‘old’ gates of the NPFA Field, the sign in question had not been replaced on the new gates. The Clerk informed the Council that he had inquired of the NPFA whether or not they would provide a replacement sign. The NPFA to-date has not made a decision on the matter. For information of the Council the Clerk has kept the sign’s commemorative details to the Waln Family of Gwernymynydd. Councillor T. Barley related the complaints of residents in Cadole whereby the Flintshire County Council’s Recycling Collection Team do not take some waste material and also leave the ‘brown bins’ in the middle of Village Road so causing an obstruction. It was resolved that the Council writes to Flintshire County Council to clarify what waste material can be collected and to request their operatives to be more considerate to residents as to where the ‘brown bins’ are left after emptying the contents into the waste collection vehicle.
7. Correspondence Items 1, 2, 3, 4, 5 and 6 were received by the Council. 8. Late Correspondence The following items were received by the Council:- One Voice Wales, information given regarding the ‘Shared Community’; Flintshire County Council, a reply to the Council concerning the submitted complaints about the condition of the estate roads within Gwernymynydd; North Wales Police, notification of the next meeting of the Town/Community/County Councillor liaison group, 23rd November 2007. An e-mail from Councillor Mrs. N. Matthews outlining a request from Mr. G. Hayes for the Council to consider supporting a concert by the Brymbo Male Voice Choir in memory of Councillor M. Hayes JP. Any funds raised by the event would be donated to the Macmillan Nurses. The Members wholeheartedly gave their support to the request and hoped that the event would be able to take place in May as stated by Mr. G. Hayes. 9. Planning Matters There were no items for discussion/observations.
10. Finance The Clerk informed the Council that he had received the Audited Accounts, 2006/07 from the external Auditor, Hacker Young, Chartered Accountants, with no adverse comments; the Auditor related a clean Audit. Payments were authorised and cheques signed totalling £1,668.59
