Minutes of the Meeting held on Thursday 26th October 2006 at the Village Centre, Gwernymynydd. Chairman: Councillor Mrs. E. Parry 1. Apologies for Absence Apologies for absence were received from Councillors C. Bradshaw, G. Morris and 2. Declaration of Acceptance of Office of Councillors Councillor E. Owens signed the Declaration of Acceptance of Office in the presence of fellow Councillors and the Clerk to the Council. 3. To Approve the Minutes of the September Meeting The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting subject to the following alteration:- 4. Matters Arising from the Minutes The Clerk reported to the Council on the following items:- Active Lifestyles, Community Capital Programme; There had been 25 submissions to Flintshire County Council from various organisations within the County of which 12 were forwarded onwards to the Sports Council for Wales for determination and awarding of grants. A reminder that representatives of the Council were requested to attend meetings called by, North Wales Police and for Neighbourhood Watch, Community Safety Programme. With reference to the site of the former Carmel Chapel, North Wales Trunk Road Agency will fulfil their promises, the Council needs to provide details of the seat/bench and its location to the respective Officers. National Eisteddfod, Mold, 2007; Councillor Mrs. O. Sweetman related to the Council that the Gwernymynydd (National Eisteddfod) Fund Raising Committee had now exceeded the target amount of £5,000 and were fast approaching £7,000.00 with more fund raising events still being planned. The information was well received by the Members and congratulations to the respective Committee were given by the Council. It was reported that the manhole covers on the A 494 had now been repaired along with the unblocking of the surface water gullies. The Members thanked Councillor Matthews for pursing the complaints and for exacting results to those problems. 5. Vacancies on the Community Council With reference to the resignations of Councillors Mrs. S. Jones and J. Varley, received by the Council at the previous meeting, the Chairman proposed that letters of thanks be sent to the former Members for the good works undertaken by both whilst in office. This was put to the Council and unanimously agreed. Concerning the two vacant seats on the Council the Clerk reported to the Members that there were three applicants for consideration; Mr. J. J. McCormack, Mr. T. Barley and Resulting from the ballot, Mr. J. J. McCormack and Mr. T. Barley were successfully With reference to Mr. Ellis the Clerk was requested to write to the applicant stating that on this occasion he had been unsuccessful and to thank him for the interest shown in community affairs and for applying to be a Councillor. 6. Youth Council Councillor Mrs. N. Matthews raised the question with the Members regarding a Youth Council being established within the village. Councillor Matthews explained the issue in outline; the proposals put forward being well received by the Council. It was resolved that the possibility of a Youth Council be explored with Councillor Matthews bringing further information to the Council at a future date. 7. Reports 1. Police Matters In the absence of PC. G. Aldous, Police Community Support Officer Lynn Turner was welcomed to the meeting by the Chairman. PCSO Turner reported that PC Aldous was still pursuing the outstanding complaints raised at previous meetings and that with respect to crime in the area there had been no such incidents. With reference to Members concerns, the parking of vehicles on the footway obstructing access to the NPFA field was identified as a nuisance which may have contributed to damage to the newly obtained gates. Members stated that they would like to pursue this matter informally at this stage but would welcome police advice and help should it be needed. Speeding vehicles on the A 494 were again a matter of concern and Councillor Matthews related to the Council a near hit incident at the pelican crossing. Councillor E. Owens informed the meeting that vehicles were speeding up and down the Swan Lane the possibility of a serious accident/incident on the narrow lane raised concerns with everyone present. PCSO Lynn Turner stated that she would inform PC Aldous of the Council’s concerns about speeding vehicles. The Chairman thanked PCSO Turner for attending the meeting her presence was greatly appreciated. 2. Outside Bodies With reference to the Village Centre Management Committee Councillor K. Taylor provided an update of information for the Members. Tickets for the concert on the 17th November were now on sale and it was hoped that the event would be a success. 3. Sub-Committees There were no items for discussion. 4. A494, Gwernymynydd/Cadole It was reported to the Council that Dwr Cymru Welsh Water had undertaken quick and efficient repairs on the highway, employees working over 10 hours continuously to complete the work. The Clerk was requested to write to the Company thanking it for the work done. 5. Complaints received by Councillors There were no reported complaints. 8. Correspondence Items 1, 2, 3, 4, 5 and 6 were received by the Council. The following information was received by the Council:- Gwernymynydd CP. School, a request submitted to the Council for a representative to sit as a Governor on the school’s Governing Body; Welsh Medium Services, provision of leaflets
10. Planning Matters The Council at the meeting resolved to again emphasise its objection to the proposal for the construction for a two storey building. The permitted outline permission granted some time ago was for a single storey dwelling and this decision should be maintained. Also:- 1. The Council is most concerned about access onto a busy road which is extensively used by heavy goods vehicles going to/from the nearby Cefn Mawr Quarry. The Members are also of the opinion that the proposed access for the site, being situated on a corner, is too close to the Gwernaffield Road/A 494 trunk road junction. 2. The proposed dwelling is too big for the site and would give the appearance of over development. The dwelling needs to be single storey and of a size appropriate to the building plot and to other neighbouring buildings. 3. The Council is also concerned about housing over development in Cadole village, the proposal if permitted would constitute over crowding on an already crowded site. NOT AGREED Councillor Mrs. N. Matthews informed the Council that a site meeting was to be arranged by the Planning Authority in order to view the above proposal. With respect to Cadole and to the differing opinions expressed over the years with regard to planning decisions taken by the Planning Authority. Especially with the views of the Community Council being overruled the Members resolved to write to the Chief Executive, Flintshire County Council expressing their dissatisfaction about planning matters which have concerned the village. Payments were authorised and cheques signed totalling £9080.44 Chairman.................................................................................................................................
