Minutes of the Meeting held on Thursday 8th May 2008 at the Village Centre, Gwernymynydd.
Chairman: Councillor K. Taylor
1. Apologies for Absence All elected Councillors were present for the meeting. 2. Declaration of Acceptance of Office of Councillors All elected members of the Gwernymynydd Community Council signed the Declaration of Acceptance of Office, witnessed by the Clerk to the Council. 3. Election of Chairman, 2008/09
Councillor E. Owens was proposed and seconded for the post of Chairman of the Gwernymynydd Community Council. Councillor Owens was unanimously elected Chairman. Thanks were given by the Members to the retiring Chairman for all the good work done during his term of office. In response Councillor K. Taylor thanked everyone for their kind words and for their support during the year. Councillor Taylor also took the opportunity to thank the Clerk for the work done and for the support given to the Chair and to the Council Members over and above his office duties.
4. Election of Vice-Chairman, 2008/09
Councillor C. Bradshaw was proposed and seconded for the post of Vice-Chairman of the Gwernymynydd Community Council. Councillor Bradshaw was unanimously elected Vice-Chairman. 5. Co-options for the Vacant Seats on the Community Council The Clerk reported to the Council that there were 3 vacant seats to be taken up by the Co-option process and that he had received 3 nominations via Councillors for those vacancies. The nominated people were given to be:- Mrs. E. Parry, 49 Godre’r Coed, Gwernymynydd; Mrs. H. Roberts, 47, Uwch y Dre, Gwernymynydd and Ms. R. Morrell, 5, Maes y Wern, Gwernymynydd. 2008; 1 The Members agreed unanimously to receive the 3 nominees as Co-opted Members of the Gwernymynydd Community Council; the Clerk was requested to contact them to confirm their acceptance of office. 6. To Receive Nominations and to Determine Representatives on Outside Bodies
With reference to the above and to the vacant positions on the Council it was resolved that this Agenda item be deferred until the next meeting. 7. To Receive Nominations and to Determine Sub-Committees

8. To Approve the Minutes of the April Meeting The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting. 9. Matters Arising from the Minutes 6.5; The parking of vehicles on the pavement apron by the entrance to the NPFA field; the vehicles obstruct vision from the exit at the Swan car park onto the A 494, Councillor K. Taylor reported that this complaint, received by Councillor C. Jackson, now appeared to be resolved.
10. Bryn Gwyn Quarry, Gwernymynydd
Councillor C. Bradshaw reported to the Council on the progress of the Public Inquiry; Flintshire County Council vs D. P. Williams (Holdings) Ltd; the Inquiry was still ongoing with more days planned in order to complete the hearing. The Community Council is to provide a statement along with members of the public. Council and public representation at the Inquiry will be maintained until the end of the Inquiry. The Chairman again thanked Councillor Bradshaw for all his hard work in this endeavour. 11. Reports 1. Police Matters There no items for discussion.
2. Outside Bodies With reference to the Village Centre Management Committee Councillor K. Taylor provided an update of information for the Members. The concert, in memory of former Councillor Moreton Hayes JP, on the 18th May 2008, will be a success and Councillor Taylor thanked everyone for their help in organising this event. 2008; 2 Councillor E. Owens reported to the Council the main points arising out of the recently held Gwernymynydd CP School Governors meeting. Councillor G. Morris provided for the Members a comprehensive report on the recently held Aberduna Quarry Liaison Committee meeting. The report is held on file for the benefit of Councillors.
3. Sub-Committees There were no items for discussion. 4. A494, Gwernymynydd/Cadole There were no items for discussion 5. Complaints received by Councillors
Councillor K. Taylor informed the Council that vehicle parking in Llys Enfys was still causing problems. Councillor C. Bradshaw related to the Members an incident where he had been ‘pestered’ by a scrap metal merchant to sell an old car he had parked on his property; the point to be made about this situation is to be alert to any possible aggressive issue. 12. Correspondence Items 1 and 2 were received by the Council.
13. Late Correspondence The following information was received by the Council:- Flintshire County Council, unauthorised business located at Ty Newydd, Ruthin Road, Gwernymynydd, an assessment and investigation into the allegation is to be carried out; One Voice Wales, notification to the Flintshire Area Members to nominate a representative to sit on the Flintshire County Council Standards Committee; Cefn Mawr Quarry Liaison Committee, notification of the next meeting. With reference to the latter item, Councillor T. Barley was nominated to attend the Cefn Mawr Quarry Liaison Committee meeting on behalf of the Council.
14. Planning Matters
There were no items for discussion.
15. Finance Payments were authorised and cheques signed totalling £473.41 2008; 3 In response to the request from Deeco Lighting to increase the Street Light Maintenance Charge by 3.5% the Council resolved to accept the said new charge. With regard to the Council’s website it was resolved that the money paid to Daniel Wilkie for the website work be increased from £30 to £50 per quarter.
Chairman’s Remarks:
Councillor E. Owens formally thanked the retiring Members of the Community Council for all the work done during their time as Community Councillors, it was very much appreciated.
The Members agreed to provide Councillor Mrs. M. Bellis with a bouquet of flowers in appreciation of the many years in office as a Community Councillor for Gwernymynydd.
