Minutes of the Meeting held on Thursday 29th March 2007 at the Village Centre, Gwernymynydd. Chairman: Councillor Mrs. E. Parry 1. Apologies for Absence An apology for absence was received from Councillor G. Morris. 2. To Approve the Minutes of the February Meeting The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting. 3. Matters Arising from the Minutes Councillor Mrs N. Matthews and Councillor E. Owens updated the Council with reference to the setting up/organising of a Youth Council for the community, with respect to this information Councillor Owens provided a written report for the Members. With regard to the requests submitted in the report the Council wholeheartedly gave its support. The Members thanked Councillors E. Owens and Mrs N. Matthews for all the work done in this venture. Councillor K. Taylor again raised the issue of the debris strewn and overgrown state of the former Carmel Chapel site, Ruthin Road, A 494. The Clerk was requested to chase up the complaint with Flintshire County Council. The Clerk related to the Council the content of a letter of reply Mold Town Council had received from Flintshire County Council with regard to the proposal to install additional lighting on the A 5119, Mold to A 494 Gwernymynydd roundabout. The salient point of the letter was that the cost to the Town and Community Councils and indeed the County Council for additional street lights would be greatly prohibitive. With respect to the proposal to add extra street lights on the Gwernaffield Road, A 494 junction the Clerk was requested to seek joint funding for the project with Castle Cement (Cefn Mawr Quarry). 4. Gwernymynydd Community Development Plan The Members discussed in outline the subject of a Development Plan and resolved to consider the issue more fully at the next meeting. 5. Reports 1. Police Matters PC. Aldous related to the Members details of 5 crimes that had been committed in the Gwernymynydd community, these concerned car theft, assault and vandalism/criminal damage to property. Councillor C. Bradshaw outlined to the Council his concerns about road safety and schoolchildren crossing the A 494 near to the Village Centre. He reported to the Members a ‘near miss’ incident which could have been a serious accident. PC. Aldous related that he would pursue a solution to the problem with Flintshire County Council. 2. Outside Bodies With reference to the Village Centre Management Committee, 3. Sub-Committees There were no items for discussion. 4. A494, Gwernymynydd/Cadole There were no items for discussion.
5. Complaints received by Councillors With reference to Councillor K. Taylor’s submitted request for a village sign, Cadole/Gwernymynydd and the possible use to be made of the old Gwernymynydd black and white sign located on the A 494 Mold/Gwernymynydd the Clerk reported that its re-use depended entirely on its condition, a possible cost would be in the region of £200. Councillor C. Jackson raised concerns about the minibus parking in the Heol y Wern Council garage area, the minibus has on occasion obstructed access to the garages. Councillor Mrs. M. Bellis again raised the issue of dog fouling in the Heol y Wern area, this problem to be highlighted in the village newsletter with a request for dog owners to adopt a more responsible approach to this nuisance. Councillor C. Bradshaw raised the issue of the village losing the Post Office because of the proposed development at the Rainbow Garage by Eagles and Crawford. The Councillors expressed concern about this possibility and resolved to write to Mr. Eagles to request that the Post office remains in its present location. The Members also related that it was a condition of the approved planning application that provision be maintained for the Post Office facility. Councillor T. Barley informed the Council that he had received complaints from residents in Cadole relating to loud noises in the early hours, Councillor T. Barley also related complaints from residents concerning tar smells coming from the Aberduna Quarry. Although the problem would in all probability be the result of the starting up process for the coatings plant it was resolved that this should be reported at the next Quarry Liaison Committee meeting. Councillor K. Taylor reported to the Council incidents of Castle Cement lorries speeding along the A 494. It was resolved to complain about this problem to the management at Cefn Mawr Quarry. 6. Correspondence Items 1, 2, 3, 4 and 5 were received by the Council. With reference to item 3; the Flintshire County Council, Tourism Strategy for Flintshire, 2007-2013 the Members expressed concerns about the size of the Flintshire Tour direction signs, in one case in Cadole the sign obstructs the footway. With reference to item 4; the National Eisteddfod of Wales, Gwernymynydd Appeal Committee, a request for financial assistance, the Council resolved to donate £500 to the organisation. The following information was received by the Council:- A coffee morning invitation to discuss Climate Change with David Hanson MP; Flintshire County Council, an invitation to a meeting to help maintain the Community Recreation Outreach Programme (CROP, gyminies); One Voice Wales, notification of the next meeting of the Wrexham/Flintshire Area Committee. 8. Planning Matters Notification of Planning Decisions:- Ref: BMK/042750, The erection of a detached bungalow, located on land at the side of Findeg View, Village Road, Cadole. Refused. Ref:LAB/041585, The erection of a coach valeting workshop and relocation of the coach hire business on land to the rear of the Rainbow Garage, Ruthin Road, Gwernymynydd. Approved. 9. Finance Payments were authorised and cheques signed totalling £350.71
