Minutes of the Meeting held on Thursday 26th June 2008 at the Village Centre, Gwernymynydd.
Chairman: Councillor E. Owens
1. Apologies for Absence Apologies for absence were received from Mrs. E. Parry, Mrs. H. Roberts and PC. G. Aldous 2. Declaration of Acceptance of Office of Councillors Councillor Ms. R. Morrell signed the Declaration of Acceptance of Office, witnessed by the Clerk to the Council. With reference to the absence of Mrs. E. Parry and Mrs. H. Roberts the Council agreed to defer the respective Declaration of Acceptance of Office until the next meeting.
3. To Consider the Adoption of the Members Code of Conduct, Model Code of Conduct (Wales) Order 2008
The Members having had the opportunity to consider the Model Code of Conduct (Wales) Order 2008 unanimously agreed to adopt the said Members Code of Conduct. Councillors E. Owen, C. Bradshaw and T. Barley related to the Members positive comments with respect to the training/information meetings organised by Flintshire County Council to explain the issues of the Code of Conduct. 4. To Approve the Minutes of the May Meeting The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting.
5. Matters Arising from the Minutes
With respect to additional street lighting in Cadole, the Clerk reported to the Council that he had met with Deeco Lighting on site and that proposals were being investigated, these would then be brought forward to the Members for their consideration and determination. 2008; 5 6. To Receive Nominations and to Determine Representatives on Outside Bodies
With reference to Representation on Outside Bodies the following Members were nominated and approved to represent the Council:- Village Centre Management Committee, K. Taylor and G. Morris; Quarry Liaison Committees, Cefn Mawr Quarry, T. Barley and for Aberduna Quarry, G. Morris; One Voice Wales, Mrs M. Thomson; North Wales Police Liaison (County/Town/Community Councils) Committee, C. Bradshaw; Gwernymynydd CP School Board of Governors, E. Owens.
7. To Receive Nominations and to Determine Membership of Sub-Committees
With reference to the Council’s Sub-Committees the following Members were nominated and approved by the Council:- Planning, Mrs. E. Parry, G. Morris, T. Barley, K. Taylor and C. Jackson; A 494 Trunk Road, it was resolved that this Sub-Committee be suspended; Play Area Development, it was resolved to defer the decision on membership until the next meeting.
8. Bryn Gwyn Quarry, Gwernymynydd
Councillor Mrs. N. Matthews informed the Members that the Public Inquiry Report had been received by Flintshire County Council and had now been forwarded to the Welsh Assembly Government for deliberation by the Minister. There is no information concerning the decision at this time.
9. Gwernymynydd Development Plan Councillor C. Bradshaw by way of a reminder presented to the Council the main theme of the Plan, he drew reference to the handout document given to Members at a previous meeting; this outlined by means of a flow diagram the guidance to be followed. Councillor Bradshaw drew reference to the Kelsall village website and the Kelsall Village Design Statement. This comprehensive document could be used as a baseline for the Development Plan; the Council being in a position to adapt the Design Statement for its own requirements. Councillors E. Owens, K. Taylor and C. Jackson volunteered to assist Councillor Bradshaw with the Gwernymynydd Development Plan.
10. Reports 1. Police Matters
The Chairman welcomed PCSO Andrea Ellis to the meeting, she explained her role to the Council and informed the Members that she would be working alongside PC G. Aldous. Any matters that needed to be attended to would be forwarded to PC. Aldous. 2008; 6 2. Outside Bodies
With reference to the Village Centre Management Committee, Councillor K. Taylor provided an update of information for the Members. Councillor Taylor reported that all the Centre’s electrical portable appliances had been tested in accordance with the Electricity at Work Regulations 1989 and that the concert held in memory of former Councillor Moreton Hayes JP had been a success generating funds for both the Brymbo Male Voice Choir and the Macmillan Nurses. Councillors E. Owens and K. Taylor related to the Council the main points of the meeting held with the Emergency Planning Department, Flintshire County Council.
3. Sub-Committees
There were no items for discussion.
4. A494, Gwernymynydd/Cadole Members again raised their concerns about speeding vehicles and the lack of a positive response from the National Assembly regarding traffic calming measures along the Trunk Road. With reference to previous correspondence about speed indicator warning lights, ‘flashing light signs ‘the Council resolved to write again to the Highways Division, Welsh Assembly Government to request such speed indicators to be installed along the A 494.
5. Complaints received by Councillors The Chairman, Councillor E. Owens recommended to the Members that in place of received complaints this Agenda Item would be better served by looking at areas within Gwernymynydd and Cadole. This was put to the Members and approved. Areas within Gwernymynydd and Cadole Cadole; a reported pot hole had now been repaired however with respect to complaints regarding bus time-tables and a bus stop, the Council is still awaiting a response from Flintshire County Council: Llys Enfys; the parking of vehicles was still a problem, a request for sensible parking is required, PCSO Ellis to report the complaint to PC. G. Aldous: Blaenwern; Councillor C. Jackson raised concerns regarding the parking of vehicles, this complaint to be monitored: Swan Lane; speeding vehicles along the narrow lane is a matter of concern, this complaint to be reported to PC. G. Aldous: Glyndwr Road; no reported problems: Hafod Road/Godre’r Coed; obstructed vision at the crossroads, a general request to be submitted in the Village Newsletter, please cut the hedges.
11. Correspondence Items 1, 2, 3, 4, 5, 6 and 7 were received by the Council. 2008; 7 12. Late Correspondence The following information was received by the Council:- A letter of thanks from former Councillor Mrs. M. Bellis for the kind letter received from the Council and for the beautiful bouquet of flowers; Welsh Assembly Government, information regarding Partnership Schemes. 13. Planning Matters
There were no planning applications received from Flintshire County Council 14. Finance Payments were authorised and cheques signed totalling £2,587.80 To approve the appointment of Mr. D. Griffiths, 51, Godre’r Coed, Gwernymynydd, as the Internal Auditor for the Council, 2008-09, this was put to the Council and unanimously agreed. To confirm the adoption of the Financial Regulations, this was put to the Council and unanimously agreed.
Before closing the meeting the Chairman requested e-mail addresses from the Members for ease of communication and as a means of reducing postal charges. Members were asked as to how they wish to receive the Minutes and Agenda and to inform the Clerk accordingly.
