Minutes of the Meeting held on Thursday 22nd February 2007 at the Village Centre, Gwernymynydd. Chairman: Councillor Mrs. E. Parry 1. Apologies for Absence Apologies for absence were received from Councillors G. Morris, C. Bradshaw, 2. To Approve the Minutes of the January Meeting The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting. 3. Matters Arising from the Minutes Councillor Mrs. N. Matthews reported to the Council the latest developments with regard to the Minffordd Fields housing estate. There has been a meeting with representatives of Silkavon and the County Council and a list of improvement works has been drawn up and agreed. The steps are to be closed off and then removed as they constitute a risk to health and safety; the steps have no lights, no handrails and there is a lack of adequate drainage. Also additional work is required to the gullies at the top of the site, to provide a slurry seal, residual weed spray and extra drainage on the Swan Lane. Councillor Mrs N. Matthews and Councillor E. Owens updated the Council with reference to the setting up/organising of a Youth Council for the community. Councillor K. Taylor raised the issue of the debris strewn and overgrown state of the former Carmel Chapel site, Ruthin Road, A 494. The Council resolved to write to Flintshire County Council to request tidying up the area.
4. Presentation to the Council, Leason Homes Ltd The Chairman reported to the meeting that due to illness this Agenda item will be dealt with at a future Council meeting. 5. Gwernymynydd Community Development Plan The Members discussed in outline the subject of a Development Plan and resolved to consider the issue more fully at the next meeting. 6. Reports 1. Police Matters Councillor T. Barley related to the Members the chaotic scene of parked vehicles at Cadole and towards Loggerheads resulting from visitors coming to the area to enjoy the wintry/snowy slopes. The situation was reported to the Police at the time but it would appear that no action was taken to relieve the problem. Councillors discussed ways of resolving the problem, perhaps cones on the grass verges to prevent unauthorised parking or the construction of a lay-by. 2. Outside Bodies With reference to the Village Centre Management Committee Councillor K. Taylor provided an update of information for the Members. Councillor Taylor also reported that the Committee’s AGM would be held on the With reference to the Wrexham/Flintshire Area meeting of One Voice Wales, Councillor J. McCormick informed the Members that this had been cancelled because of the adverse weather conditions. 3. Sub-Committees Councillor K. Taylor informed the Members that the Gwernymynydd Eisteddfod Fund Raising Committee had requested a donation from the Council. The Council resolved to consider this request at the April meeting. Councillor Taylor also informed the Council that the Eisteddfod Committee were promoting a ‘Beating the Bounds’ a walk around the County of Flint boundary as a fund raising event.
4. A494, Gwernymynydd/Cadole With respect to the concerns expressed previously by Councillor K. Taylor with regard to the Llys Enfys/A 494 junction, motorists wishing to turn into Llys Enfys travelling from the Mold direction and uphill being faced with a difficult manoeuvre because there is no road splay at this point, Councillor Mrs. N. Matthews informed the Members that she had received a reply from Flintshire County Council on this matter. There would be little to be gained from a large financial outlay was the opinion expressed by Flintshire County Council and therefore would not be considered to be a viable proposal. The Council resolved to pursue this matter further as it believed there was scope for a compromise in this matter. 5. Complaints received by Councillors Councillor K. Taylor submitted a request for a village sign, Cadole/Gwernymynydd, the old Gwernymynydd black and white sign located on the A 494 Mold/Gwernymynydd could possibly be used without incurring too much cost. Councillor T. Barley raised the issue of a lack of street lights on the Gwernaffield Road, Cadole. The road is used by the quarry lorries accessing the A 494 (1 every 8 minutes) as well as taking local traffic, the Clerk was requested to pursue the matter with Flintshire County Council. Councillor J. McCormick informed the Members of a particular contractor (tree surgeon) who had duped an elderly lady into handing over cash for work that he had not undertaken. The matter had been resolved by involving the Police and Trading Standards however it was a warning that this situation could happen again. It was resolved to publish an outline of the details in the Village Newsletter. Concerns were raised with regard to the amount of dog fouling in the village and in particular near to the CP School. It was resolved to write to Flintshire County Council requesting a clean up of the paths in the village and also to provide a dog litter bin at Hafod Drive, Gwernymynydd. 7. Correspondence Items 1, 2, 3, 4 and 5 were received by the Council. With reference to item 2 the Clerk was requested to complete the questionnaire outlining the Council’s satisfaction to the sheltered housing/warden scheme in Flintshire County Council. The following information was received by the Council:- Flintshire County Council, Mapping Youth Support Provision; Flintshire County Council, Countryside Events Programme 2007; WAG, A Strategy for Older People; 9. Planning Matters Ref: BMK/042750, The erection of a detached bungalow, located on land at the side of Findeg View, Village Road, Cadole. The Council unanimously resolved to give support to the proposal. The application complies with the original proposal submitted in 2001; it also complies with a re-submitted proposal put before the Planning Authority in 2002; that is to say an application to build a bungalow in Cadole. The Council confirms that the application meets with its approval as the proposed bungalow would not be out of place/keeping with the neighbouring cottages in Cadole. This Council does not wish to see a house built on this site and as such the Planning Authority must not change its policy as stated in 2001/02. 10. Finance Payments were authorised and cheques signed totalling £3,119.04 The Council resolved to renew its subscription with One Voice Wales, the cost to the Council was £110.00
