Minutes of the Meeting held on Thursday 26th March 2009 at the Village Centre, Gwernymynydd.

 

Chairman:  Councillor E. Owens

 

The Chairman welcomed to the meeting PCSO Andrea Ellis who was representing

PC. Gary Aldous in his absence.

 

1.         Apologies for Absence

 

            Apologies for absence were received from Councillors Mrs. H. Roberts,

            Mrs N. Matthews and PC. G. Aldous

 

2.         To Approve the Minutes of the February Meeting

 

            The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting.

 

3.         Matters Arising from the Minutes

 

            2009; 41. 8; With reference to the letter received from Dodds, Estate Agents, Mold, asking the Council if they would be interested in a parcel of land for amenity use. After full discussion on the matter the Members resolved not to pursue the said offer.     

 

           Ref: DGJ/045783: The erection of 3 sustainable dwellings and the erection of 3 wind turbines on adjacent land and comprehensive landscape proposals located at Tros Y Wern Farm, Ruthin Road, Gwernymynydd.

 

            With reference to the objections submitted to the Planning Authority and the actions taken by the Council at the site meeting about the above application the Chairman praised the team effort undertaken by the Members in obtaining refusal of the application.

 

4.         Gwernymynydd Development Plan

 

            Councillor Bradshaw distributed papers to the Members; Gwernymynydd Community Council, Development Plan’s Aspirations, an information leaflet outlining ‘what the Council feels it wants out of the Development Plan’. The Aspirations Plan of the Council to be used as the starting point, the format of the Plan. This was put to the Members and agreed for adoption unanimously.

 

 

2009; 43

            With reference to the Where Are We Now? (Exhibition, Presentation and the involvement of Organisations which contribute to Village life) to take place on the

           10th May 2009 an update on the responses to the information leaflet (flyer) and invitation letters given to Village Residents and local businesses was given by Councillors E. Owens and C. Bradshaw.

 

            Again, a plea for help to the Members was given by Councillor Bradshaw for everyone to distribute more information flyers throughout the community and to encourage a ‘carnival’ type atmosphere for the event making sure that everyone was aware of the Development Plan.

 

            The next meeting of the Development Committee is to take place on the

            7th April 2009.

 

            Councillors E. Owens and C. Bradshaw reported to the Members on a very productive meeting held with Nercwys Community Council, the main discussion point being the Development Plan, more meetings are scheduled to take place in the future.

 

            Councillors Owens and Bradshaw also reported to the Members on the meeting held with Mr. A. Roberts, Planning Policy Officer, Flintshire County Council.

 

            Councillor Mrs. M. Thomson provided information obtained from One Voice Wales to the Members regarding WAG, Local Development Packs, the possibility of funding for such projects being considered by the Assembly.

 

            Councillor Bradshaw re-iterated to the Council, the Plan has a proposed time frame, a 3 year Plan which will incorporate not just housing and working alongside the Flintshire County Council’s UDP but a community development taking in such topics as footways, footpaths, the A 494 trunk road, the Village Centre and the CP School for the benefit of Gwernymynydd residents. The launch of the event on the 10th May is to bring the Plan to the attention of all members of the public, their comments and input being a valuable contribution.

 

            Members raised the question of funding for the Where Are We Now? Event, Councillors considered that the 2009-2010 Budget approved in January 2009 could accommodate reasonable costs within the Community Development Expenditure.

 

            The Members discussed the issue and approved in principle the fact that funding for the Development Plan would be available from the Community Development Expenditure. The amount of funding to be determined at the next meeting of the Council.

 

5.         Gwernymynydd Youth Club/Youth Council

 

            Councillor E. Owens reported to the Members that the last Youth Club meeting, held on the 10th March 2009 had again been well attended. Councillor Owens stated that the ‘place really buzzed with enthusiasm’ with an even mix of boys and girls. However, again it was acknowledged that the gap between Club meetings did have an effect on attendances, hopefully with an increase in popularity in the Club this problem may in the future, be overcome.

6.         Cadole/Loggerheads, A 494

 

Concerns had been raised by Members with regard to the continuing nuisance of parked vehicles alongside the A 494 at Cadole and Loggerheads. Previously

PC Aldous had reported to the Council that complaints had been attended to, reference to what the police could actually do, however he had stated that there did seem to be little support from Denbighshire County Council and Flintshire County Council in resolving the problem on a permanent basis. The Clerk reported that he had written to both County Councils but to date only acknowledgements of the letters had been received. The Clerk also informed the Council that he had been told that Llanferres Community Council had similarly complained to Denbighshire County Council and to North Wales Police but without much success.

 

Councillor G. Morris suggested that a standard leaflet may be produced and distributed by the Police to offending motorists informing them of the nuisance caused by the indiscriminate parking of their vehicles, this to be considered by both the Council and North Wales Police.

 

Councillor T. Barley emphasised the seriousness of the parking nuisance by relating to the Members a ‘near hit’ incidence which could have resulted in injury to a pedestrian who had been forced to walk along the A494 because of parked vehicles obstructing the pavement.

 

7.         Reports

 

            1.         Police Matters

                   

The Chairman welcomed PCSO Andrea Ellis to the meeting, in her report to Members PCSO Ellis related that over the month there had been 2 reported incidents; a bicycle had at first been stolen but this was later recovered and again diesel fuel had been stolen from the Eagles and Crawford Coach Business located at the former Rainbow Garage.

 

PCSO Ellis informed the Members that accompanied with Alan Ellis from the Neighbourhood Watch Association they had walked the village to undertake a visual inspection. Graffiti was noted in 2 locations, the ‘kick back wall’ and the garages area, removal of the graffiti had been authorised and given to the Neighbourhood Wardens.

 

The indiscriminate parking of vehicles in Llys Enfys/Bryn Eithin and Blaenwern was still causing a nuisance, the complaints to be passed onto

PC. G. Aldous for his attention.

 

Thanks were conveyed by the Members to PCSO Andrea Ellis for attending the Council meeting.

 

2.         Outside Bodies

 

            With reference to the Village Centre Management Committee,

            Councillor K. Taylor provided an update of information for the Members. Electrical works and maintenance of the Fire Alarm System had been undertaken.                                                                                             2009; 45

            Councillor Taylor informed the Members that the Village Centre Management Committee’s AGM was scheduled for the 23rd April 2009.

 

            Concern was also expressed about the condition of the fence bordering the car park and the NPFA field. Councillor G. Morris suggested that perhaps an off-set gate/opening would be an acceptable solution to prevent youths climbing over and damaging the fence. This proposal would be considered by the Management Committee.

 

            Councillor T. Barley related to the Council the main points arising out of the recently held Cefn Mawr Quarry Liaison Committee meeting. The Quarry is operating as per demand, the landfill site is scheduled for completion and landscaping in the forthcoming summer months and the proposal for the Quarry and Flintshire County Council to come to an agreement reference to the construction of a pavement along the Gwernaffield/Cadole Road is still open for discussion.

           

3.         Sub-Committees

 

                       With respect to the previous Minute 2008; 20; 3.8.5 reference to vehicles speeding through the housing estates, a proposal to hold a meeting to discuss the issue and to resolve the problem still needs to be held. This matter is to be progressed.

 

4.        A494, Gwernymynydd/Cadole    

 

            There were no additional items to Agenda Item 6 for discussion.

 

5.        Gwernymynydd and Cadole; Area Reports

 

            Swan Lane: Tros y Wern: In these areas there were no items reported for discussion.

 

            Blaenwern: Councillor C. Jackson informed the Members that a request for a bench at the oak tree in the NPFA field had been made; there would be no cost to the Council for the bench. The Council fully supported the request but permission for the bench would need to be obtained from Fields In Trust. Cadole: Councillor T. Barley informed the Members that the new street light on Cadole/Gwernaffield Road was now working. Llys Enfys/Bryn Eithin: Councillor K. Taylor informed the Members that the salt/grit bins were not being re-filled by Flintshire County Council. Ruthin Road: Councillor G. Morris reported that because of the altered traffic flow on the A494 there was likelihood that a manhole grid on the road would become damaged; the situation he suggested needs to be monitored. Also there was a request submitted for the Contractor/Construction Sign to be removed, this to be given to Flintshire County Council.

 

8.         Correspondence

 

            Items 1, 2, 3, 4, 5 and 6 were received by the Council.   

 

            2009; 46

9.         Late Correspondence

 

            The following information was received by the Council:-

          

            Flintshire County Council, School Travel Plans, the Welsh Assembly’s Walking and Cycling Plan, 2009-2013 for Local Authorities.

           

 10.      Planning Matters             

 

           Ref: KYT/046060: Renewal of outline planning permission to allow an erection of a dwelling on land to the side of Fernleigh, Ruthin Road, Gwernymynydd.

AGREED

 

The Council agreed to approve in principle to the renewal of the outline planning permission. However Councillors wished to emphasize that their comment of ‘approval in principal’ did relate to the fact that only one dwelling is permitted to be built on the respective land.

 

The Council respectfully requested Flintshire County Council to take into consideration the opinion of the elected Members.

 

           Ref: DGJ/045783: The erection of 3 sustainable dwellings and the erection of 3 wind turbines on adjacent land and comprehensive landscape proposals located at Tros Y Wern Farm, Ruthin Road, Gwernymynydd. Further discussion on this application took place with the Members raising their concerns should there be an appeal submitted to the Planning Inspectorate, WAG. The fact that the Assembly was promoting sustainable dwellings was in this case a disturbing matter. However the Members were of the opinion that should an appeal be submitted then again the Council would be against the same planning application.

           

 11.      Finance

 

            The 2008/2009 National Salary Award for Local Council Clerks, an agreement had been reached following the recommendation by ACAS. The salary award was an increase of 2.75% on the pay scale.

 

            The Council was requested to agree with the National Agreement and approve the said salary increase for the Clerk. This submission was put to the Members and agreed unanimously.

 

           Payments were authorised and cheques signed totalling £525.10
