Minutes of the Meeting held on Thursday 30th July 2009 at the Village Centre, Gwernymynydd.

 

Chairman:  Councillor E. Owens

 

1.         Apologies for Absence

 

            Apologies for absence were received from Councillor C. Jackson and PC. G. Aldous

 

2.         To Approve the Minutes of the June Meeting

 

            The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting.                                                          

 

3.         Matters Arising from the Minutes

 

There were no items for discussion.

 

4.         Planning Matters

 

Ref: DGJ/045783, Erection of 3 no. sustainable dwellings and the erection of 3 no. wind turbines on adjacent land and comprehensive landscape proposals.

 

Councillor C. Bradshaw informed the Members that Flintshire County Council had engaged the services of an independent planning consultant company, CDN  Planning to represent them in the forthcoming public inquiry. The Members were of the opinion that a meeting with CDN Planning would be advantageous in their resolve to oppose the development, the Clerk was therefore requested to write to the company to organise the said meeting.

 

            Councillor Mrs. E. Parry reported to the Members the salient points arising from the recently held meeting with Flintshire County Council, the Planning Focus Group, which is designed to improve the Planning Service with closer co-operation and liaison with Town and Community Councils. Councillor Parry related that the meeting was well received and proved to be very productive. However, criticism was levelled at the domination of planning issues by Town Councillors, a more appropriate way would be to hold separate Planning Focus Groups for Town and Community Councils.

 

           Councillor C. Bradshaw suggested that a flow diagram of the decision making process would be of benefit to all Councillors; this was put forward at the Focus Group and accepted.

The Clerk was requested to write to Mr. A. Farrow, Head of Planning at Flintshire County Council thanking him for organising the Focus Group and also to suggest to him that separate Town and Community Council Focus Groups might prove to be more productive.

 

5.         Finance

 

            To receive the report of Mr. David Griffiths, the Council’s appointed Internal Auditor reference to the Council’s Financial Statement and Accounts for 2008-2009.

 

The Clerk reported to the Members the main points outlined by the Internal Auditor and informed them that Mr. Griffiths would like to attend the September meeting of the Council to explain on a personnel basis his report to the Council. The Members agreed to Mr. Griffiths request, this to be an Agenda Item for the next meeting of the Council.

 

            To receive invoices for payment to order payment and to sign cheques, the Clerk informed the Members of the expenditure for July, the details of which can be found on page 2009; 17.

 

6.         Gwernymynydd Development Plan

 

            Councillor C. Bradshaw reported to the Members that a great deal of work had been undertaken to date, approximately 150 hours. Meetings of the focus groups and with

            Mr. A. Farrow, Head of Planning, Flintshire County Council, had helped to drive the Development Plan forward, all meetings being very productive with active participation and enthusiasm by everyone involved.

 

            Councillor Mrs M. Thomson outlined to the Members organisations which could provide valuable information and assist with the Development Plan. Councillor Thomson spoke about Age Concern and what the organisation could contribute, a meeting held recently in Deeside College where Mr. D. Evans, Tourism Officer for Flintshire County Council outlined where he could assist the Council and FLVC where grants maybe obtained to help financially with production of the Plan.

 

            Councillor Bradshaw outlined the suggestion submitted by Mr. P. Roberts where a matrix of information could be utilised to provide clear guidance of how the Development Plan was proceeding. Councillor Mrs. H. Roberts related that a menu of activities could run along side the matrix and as such provide useful information to the community keeping everyone updated.

 

            Councillors E. Owens and C. Bradshaw informed the Council that the next meeting of the Steering Group would be taking place on the 11th August 2009, all Councillors and interested members of the public are invited and would be most welcome to contribute their ideas and thoughts to the production of the Gwernymynydd Development Plan.

 

            With reference to the publication ‘A Photographic History of Gwernymynydd Village’ Councillor Bradshaw reported to the Council that Flintshire County Council’s Print and Design Section could produce 50 copies, A5 size, at a cost of £150. This printing cost was put to the Members and agreed.

7.         Gwernymynydd Youth Club/Youth Council

 

            Councillor E. Owens reported to the Council that unfortunately due to a communication problem youth members turned up at the last Club meeting but there were no Leaders present. Despite this apparent hiccup the Youth Club is still gaining popularity with good member numbers turning up on a regular basis.

 

            With regard to no Leaders being present at the meeting the communication problem that was identified has now been resolved and Club members were now looking forward to the next meeting.

 

8.         Cadole/Loggerheads, A 494

 

With reference to the discussions held in previous meetings concerns were still maintained by the Members with regard to the continuing nuisance of parked vehicles alongside the A 494 at Cadole and Loggerheads. It was again noted that North Wales Police were doing all that was possible however the problem of parked vehicles obstructing the footway was still a hazard accompanied with an unacceptable risk to pedestrians.

 

With regard to the Clwydian Range AONB, a Visitor Flow Management Feasibility Study of the Cadole/Loggerheads area being undertaken by the company, Axis, the Clerk was requested to provide information relating to the problems being experienced by the community.

 

9.         Reports

 

            1.         Police Matters

                   

With respect to speeding vehicles, the action plan taken forward by

PC. G. Aldous to Hugh G. Jones, Speed Management Officer, Flintshire County Council reference to arranging the Arrive Alive vehicle to be present on a number of occasions, in the absence of PC. Aldous the Chairman reported that a survey undertaken by Mr. H. Jones showed that the criteria necessary for the Arrive Alive vehicle to be present was not met with in Gwernymynydd.

 

The Members disagreed with the decision taken by Mr. Jones and resolved to request information from him regarding the said survey.

 

2.         Outside Bodies

 

            With reference to the Village Centre Management Committee,

            Councillor K. Taylor provided an update of information for the Members.

 

            Councillor Taylor reported to the Members that a caravan rally was to be held at the Centre in August and that the Management Committee at a recent meeting had agreed a new format for the Village Newsletter. Councillor Taylor provided for the Members a sample of the said revised Newsletter.

 

 

2009; 15

 

 

3.         Sub-Committees

 

                       With respect to the previous Minute 2008; 20; 3.8.5 reference to vehicles speeding through the housing estates, a proposal to hold a meeting to discuss the issue and to resolve the problem still needs to be held. This matter is to be progressed.

 

4.        A494, Gwernymynydd/Cadole    

 

            In addition to the items discussed in Agenda Item 8 Councillor

            Mrs N. Matthews reported that all the loose manhole covers along the trunk road had now been repaired.

 

5.        Gwernymynydd and Cadole; Area Reports

 

            Tros-y-Wern: Swan Lane: Llys Enfys: Ruthin Road: In these areas there were no items reported for discussion.

 

            Blaenwern: Councillor K. Taylor related to the Council that the salt/grit bin had now been relocated to the garages area. Glyndwr Road: Councillor

            C. Bradshaw related his concerns about speeding traffic; a request was submitted to the Council to consider traffic calming measures. Also Councillor Bradshaw informed Members about the problem of flooding at the road junction with the A494, the surface water run-off coming from the closed Cambrian Quarry. Cadole: Councillor T. Barley requested an update regarding the possibility of obtaining a bus shelter at the Gwernaffield Road/A494 junction; in reply Councillor Mrs. N. Matthews stated that match funding with Flintshire County Council was the most likely option, this matter is to be pursued.

 

            The Council resolved to report the respective matters for attention to Flintshire County Council.

 

10.         Correspondence

 

              Items 1, 2, 3, 4, 5, 6 and 7 were received by the Council.  

          

11.       Late Correspondence

 

            The following information was received by the Council:-

          

            A letter of thanks received from the Gwernymynydd Senior Citizens’ Association for the kind donation given by the Council.

 

            A letter from Flintshire County Council, Blaenwern, Senior Citizens Estate, had come 3rd in the Environmental Competition, 2009; the presentation of the awards is to take place in County Hall, Mold, at 6.00 PM on the 18th September 2009.
