Minutes of the Meeting held on Thursday 26th February 2009 at the Village Centre, Gwernymynydd.
Chairman: Councillor E. Owens
The Chairman welcomed to the meeting Members of the Public and Mr. Gareth Davies of Osghan Ltd, the Company which had submitted to the Planning Authority an application to erect 3 sustainable dwellings and to erect 3 wind turbines on adjacent land together with comprehensive landscape proposals located at the Tros Y Wern Farm, Ruthin Road, Gwernymynydd. Mr Davies had requested permission of the Council to explain in further detail to the Members the said proposal.
The Chairman emphasised that the Council had already determined refusal of the application but however Mr Davies was allowed to address the meeting. In the introductions Mr. Davies talked about his Company and its objectives in relation to sustainable developments. He outlined how the Tros y Wern proposal fitted in with the Level 6 Classification, the Code of Practice Supplement to the Building Regulations and the Welsh Assembly Government’s intention that all buildings should conform to the Level 6 Classification by 2011. Questions posed to Mr. Davies by the Members concerned connections to the existing sewerage system, the issue of life time homes being in conflict with the split level design of the properties and the size of the building footprint, why so large? With reference to the wind turbines concern was expressed as to their size and the efficiency of the units, Members were dubious of their effectiveness.
In drawing the debate to closure the Chairman, Councillor E. Owens, thanked Mr. Davies and the Members of the Public for coming along to the meeting and for their valued contribution to the discussion.

2. To Approve the Minutes of the January Meeting
The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting subject to the following alteration:-
2009; 34: 10 Planning Matters, paragraph 3; Godre’r Mynydd to be replaced by Uwch y Dre.
3. Matters Arising from the Minutes
2009; 31. 3. 3. 3.10 With reference to replacing the commemorative sign on the gates of the NPFA field, the giving of the field to the community by the Waln family, Councillor C. Jackson reported that the plaque had been fixed to the NPFA gates. Councillor Jackson was thanked by the Members for undertaking the work.
4. Gwernymynydd Development Plan
Councillor Bradshaw distributed papers to the Members; Gwernymynydd Community Council, Where are we Now? (an Exhibition, Presentation and an invitation to Organisations which contribute to Village life). An information leaflet (a flyer) to be given to Village Residents was also given to the Members.
Councillor Bradshaw requested the help of Members to distribute the information flyer throughout the community in order to ensure that everyone was aware of the Gwernymynydd Development Plan and to make the event a success on Sunday the 10th May 2009
The Plan has a proposed time frame, a 3 year Plan which will incorporate not just housing and working alongside the Flintshire County Council’s UDP but a community development taking in such topics as footways, footpaths, the A 494 trunk road, the Village Centre and the CP School for the benefit of Gwernymynydd residents.
The launch of the event is to bring the Plan to the attention of all members of the public, their comments and input being a valuable contribution.
5. Gwernymynydd Youth Club/Youth Council
Councillor E. Owens reported to the Members that the last Youth Club meeting, held on the 10th February 2009 had again been well attended. However it was acknowledged that the gap between Club meetings did have an effect on attendances, hopefully with an increase in popularity in the Club this problem may in the future, be overcome.
6. Reports
1. Police Matters
The Council welcomed PC Gary Aldous to the meeting, in his report to Members PC Aldous related that over the weekend 3 cycles had been stolen with one of them being later being recovered. The crime was in the opinion of the police considered to be related to the activities of youths in the village.
Also it was reported that diesel fuel from 2 buses had been stolen from the Eagles and Crawford Coach Business located at the former Rainbow Garage. This is being investigated and information will be reported back to the Council in due course.
2009; 39 Concerns were raised by Members with regard to the continuing nuisance of parked vehicles alongside the A 494 at Cadole and Loggerheads. PC Aldous reported that previous complaints had been attended to, reference to what the police could actually do, however there did seem to be little support from Denbighshire County Council and Flintshire County Council in resolving the problem on a permanent basis.
The Members agreed to discuss this issue as a separate Agenda Item at the next meeting.
Thanks were conveyed by the Members to PC Gary Aldous for attending the Council meeting.
2. Outside Bodies
With reference to the Village Centre Management Committee, Councillor K. Taylor provided an update of information for the Members. The Caravan Rally held at the weekend had brought in an income of £140 and although a few complaints had been received from neighbours the Rally was deemed to be of financial benefit to the Centre. Flintshire County Council Emergency Planning had held their meeting at the Centre and again the income generated by letting out the facility was most welcome.
Councillor G. Morris related to the Council the main points arising out of the recently held Aberduna Quarry Liaison Committee meeting. For the information of Members please see the attached report from Councillor Morris.
3. Sub-Committees
With respect to the previous Minute 2008; 20; 3.8.5 reference to vehicles speeding through the housing estates, a proposal to hold a meeting to discuss the issue and to resolve the problem still needs to be held. This matter is to be progressed.
Following on from the Clerk’s reported concerns to the Members about the condition of the goalposts on the NPFA Field, the Clerk informed the Council that the goalposts had now been replaced with new up to date equipment at no cost to the Council.
4. A494, Gwernymynydd/Cadole
Councillor Mrs. N. Matthews reported to the Members that she had made contact with the North Wales Trunk Road Agency (NWTRA) with regard to loose manhole covers. Councillor Matthews will pursue the received complaints.
5. Gwernymynydd and Cadole; Area Reports
Glyndwr Road: Swan Lane: Llys Enfys: Ruthin Road: In these areas there were no items reported for discussion. 2009; 40 Blaenwern; With reference to Councillor C. Jackson’s request for a salt bin and salt for the garages/car parking area, the Clerk was asked to pursue Flintshire County Council for a reply: Tros y Wern; the road sign at the T-junction Heol y Wern/Uwch y Dre needs to be replaced: Cadole; Councillor T. Barley informed the Members of an incident that had occurred in the woods bordering onto the Cefn Mawr Quarry, both the Police and the Quarry Management were called out to deal with youths who had set up camp.
7. Correspondence
Items 1, 2, 3, 4, 5 and 6 were received by the Council.
With reference to item 5; Flintshire County Council/Gwernymynydd Community Council, Summer Playscheme 2009, to take place, 20th July to 21st August 2009; the partnership cost to the Council is given to be £862.50. The Council agreed to part fund the Scheme as outlined in the cost quoted by Flintshire County Council.
8. Late Correspondence
The following information was received by the Council:-
Flintshire County Council, the Rights of Way Improvement Plan is now available on the Council’s website; Flintshire County Council, the Overview and Scrutiny Review of Flintshire’s Bus Services, observations and comments are requested; North Wales Police; notification that Inspector Andy Massey will be replacing Inspector Alun Oldfield on a temporary basis; A letter from Dodds, Estate Agents, Mold asking the Council if they would be interested in a parcel of land for amenity use.
9. Planning Matters
Ref: DGJ/045783: The erection of 3 sustainable dwellings and the erection of 3 wind turbines on adjacent land and comprehensive landscape proposals located at Tros Y Wern Farm, Ruthin Road, Gwernymynydd.
Information was received from Flintshire County Council notifying the Council that a site meeting would be held on Monday 2nd March at 9.40 AM. Following on from the site meeting the respective planning application would be determined in Committee on Wednesday 4th March 2009.
Councillor Mrs. N. Matthews requested observations and comments from the Members to take forward to the Committee meeting. Councillor E. Owens requested volunteers to attend the site meeting on the Monday; Councillor C. Bradshaw to represent the Council . With respect to the letter received from Mr. G. Humphreys requesting the support of the Council for the Rainbow Inn to be classified as a Listed Building by Flintshire County Council, the Members discussed the issue taking into consideration the items of historical interest pointed out by Mr. Humphreys. The request to support Mr. Humphreys in his submission to Flintshire County Council was put to the Members and approved. 2009; 41 10. Finance
Payments were authorised and cheques signed totalling £455.61
