Minutes of the Meeting held on Thursday 27th November 2008 at the Village Centre, Gwernymynydd.

 

Chairman:  Councillor E. Owens

 

With reference to the absence at the meeting of PC. Gary Aldous the Chairman welcomed PCSO Andrea Ellis who was attending with respect to the Agenda Item; Police Matters.

 

1.         Apologies for Absence

 

            Apologies for absence were received from Councillor Mrs. H. Roberts

            and PC. G. Aldous.

 

2.         To Approve the Minutes of the October Meeting

 

            The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting.

 

3.         Matters Arising from the Minutes

 

3. 3.10 With reference to replacing the commemorative sign on the gates of the NPFA field, the giving of the field to the community by the Waln family, Councillors E. Owens and K. Taylor stated that they would pursue the matter and report back to the Council.

 

4.         Bryn Gwyn Quarry, Gwernymynydd

 

            The Council received a letter from Sandy Mewies AM stating that there had not been a judicial challenge by D. P. Williams (Holdings) Ltd with respect to the decision made by the Planning Directorate concerning the Prohibition Order served on the Company by Flintshire County Council.

 

            This information was confirmed in a meeting between D. P. Williams (Holdings) Ltd and Flintshire County Council and therefore mineral extraction at the Bryn Gwyn Quarry will not go ahead.

 

           The Members expressed their thanks to everyone who had taken the time and effort to help and assist Flintshire County Council and the community in the fight to resist D. P. Williams (Holdings) Ltd from reopening the Bryn Gwyn Quarry.

 

          

           

            2008; 26

5.         Gwernymynydd Development Plan

 

            Councillor C. Bradshaw presented to the Council the main theme of the Plan and provided information for discussion to the Members. Councillor Bradshaw drew the Members attention to the proposed time frame, a 3 year Plan which incorporated not just housing and working alongside the Flintshire County Council’s UDP but a community development taking in such topics as footways, footpaths, the A 494 trunk road, the Village Centre and the CP School for the benefit of Gwernymynydd residents. It was proposed that there would be a Spring 2009 launch to bring the Plan to the attention of the members of the public, their comments and input being a valuable contribution.

 

            Reference was given to Nercwys being within the electoral ward boundary and as to what Nercwys Community Council’s involvement would be. Members welcomed the interest of Nercwys Community Council in the Development Plan but at this early stage Councillors wished to proceed with the Plan by themselves. Nercwys Community Council as a partner in the venture would be most welcome but at a later date.

 

            A March 2009 date would be set aside for the public meeting to be held at the Village Centre and an invitation would be sent to the Nercwys Community Council and to representatives of Flintshire County Council.

 

6.         Gwernymynydd Youth Club/Youth Council

 

            With reference to the previous Minutes and Councillor E. Owens’ report that attendance at a recent meeting of the Youth Club had been disappointing; as stated Councillor Owens had sent out letters and a positive response had been received leading to a good attendance at the last meeting of the Youth Club. However it was acknowledged that the gap between Club meetings did have an effect on attendances but hopefully this problem would be overcome and the Youth Club would thrive.

 

7.         The Provision of a Bus Shelter at Cadole/Gwernaffield Road

 

            The Clerk reported to the Members that he had written to Flintshire County Council requesting that a bus shelter be installed at the junction of the A 494/Gwernaffield to accommodate users of the bus service, Gwernaffield to Mold.

 

8.         Reports

 

            1.         Police Matters

                   

PCSO Andrea Ellis informed the Council that there had been only one incident reported in the Gwernymynydd area, this related to a nuisance call on the A 494 and this complaint had resolved itself before the arrival of the police. PCSO Ellis also reported that the festivities of Halloween and Bonfire Night had passed without incident.

 

With reference to Speed Indicator Displays along the A 494 the Council in its petition to the Welsh Assembly Government requested the help and assistance of North Wales Police to obtain the said ‘Flashing Road Signs’

2.         Outside Bodies

 

            With reference to the Village Centre Management Committee,

            Councillor K. Taylor provided an update of information for the Members. A Contractor had been appointed to undertake work on the Hall floor, the successful applicant being one out four who had submitted quotations for the work. The Centre will be closed from the 28th December 2008 to the

            4th January 2009 to facilitate the work. Councillor Taylor informed the Members that the November concert held in the Centre had been a success and had been well received by everyone there.          

 

            Councillor T. Barley reported to the Council on the recently held Cefn Mawr Quarry Liaison Committee; lorry speeding complaints were received and information relating to minor incidents was discussed. Also Councillor Barley informed the Members that the Quarry would be closing for a few months as a direct result of the industrial downturn. With respect to the possibility of a footway being constructed on the Cadole/Gwernaffield road the Quarry Committee was of the opinion that classification of the road would help to achieve acceptance that a footway was necessary, it was proposed to approach Flintshire County Council on this matter.

           

3.         Sub-Committees

 

                       With respect to Minute 2008; 20; 3.8.5 reference to vehicles speeding through the housing estates, a proposal to hold a meeting to discuss the issue and to resolve the problem still needs to be held. This matter is to be progressed.

 

4.        A494, Gwernymynydd/Cadole    

 

            Councillor Mrs. N. Matthews informed the Council of observations/comment of the North Wales Trunk Road Agency (NWTRA) relating to the traffic flow and the refuge island at the Eagles and Crawford site, the island is to be removed. Also the pavement improvements and kerbing arrangements at the former Gwernymynydd Post Office will still permit a pull-in; the Members however raised concerns that the alterations may affect the buses and coaches entering and leaving he premises. The Council requested the present kerbing set-up to remain.    

 

5.        Gwernymynydd and Cadole; Area Reports

 

            Cadole: Blaenwern: Swan Lane: Glyndwr Road: In these areas there were no items reported for discussion.

 

            Llys Enfys; Councillor K. Taylor related his concern about the 90º turn from the A 494, Mold to Ruthin direction; could Flintshire County Council improve this junction? Tros y Wern; replacement pavement work being undertaken at Uwch y Dre, there was no information or forewarning given by Flintshire County Council about the contract work.

            Also concern was again raised about the tree obstructing the path, Heol y Wern/Godre’r Mynydd: Ruthin Road; it was reported that the surface water gullies, near to Y Fachell, Llys Enfys and the Maeshafn/A 494 junction were observed to be full of debris and needed to be cleared in order to be effective.

 

            The Members raised their concerns about the poor communication channels that appeared to exist between Town/Community Councils and Flintshire County Council, this situation being highlighted by recent highway work in Gwernymynydd. To help to resolve this problem Councillor Mrs. N. Matthews stated that she would pursue this matter with the recently appointed Director of Environment and that she would arrange an appointment for the Chairman and Vice-Chairman to meet with the Leader of Flintshire County Council in order to discuss issues relating to the community.

 

9.         Correspondence

 

            Items 1, 2, 3, 4, 5, 6 and 7 were received by the Council.  

 

10.       Late Correspondence

 

            The following information was received by the Council:-

         

            Notification to the Council from Flintshire County Council that the Precept for 2009/10 will be based upon the Council Tax Band ‘D’ amount of 552.04: Welsh Assembly Government a call for evidence, a review of AM’s pay drawing reference to the respective skills and value for money: Welsh Assembly Government, the annual report from the Adjudication Panel for Wales, 2007-08.

           

 11.      Planning Matters             

 

            There were no applications submitted for discussion or for the Council’s   observations.

 

 12.      Finance

 

            Payments were authorised and cheques signed totalling £2,243.06

 

            To receive letters of request for Financial Assistance.

 

    With respect to Minute; 2008;20; 3.8.2, the children’s Xmas Party to take place on the 22nd December 2008; with reference to financial support from the Council the Members having approved a donation in principle, it was determined in accordance with Section 137, Local Government Act, that a grant of £100 be given to the organisers.

 

    With respect to an application for financial assistance and to previous correspondence from the Gwernymynydd CP School PTA, the Council determined in accordance with  Section 137, Local Government Act, that a grant of £500 be donated to the

    CP School PTA.

            With respect to the Clerk’s report to the Council on the statement from Audit Wales (Hacker Young, Chartered Accountants) concerning the audit recently undertaken on the Council’s Accounts 2007-08.

 

            1. A clean report was received.

            2. The Council should adopt Standing Orders (see attached)

            3. Councillors, in compliance with the Adopted Members Code of Conduct, must register the Declarations of Interest (see attached Register).

            4. Written evidence of the Internal Auditor’s independence should be obtained.

           

            The Council accepted the comments submitted and resolved to adopt the given Standing Orders and to register the Members Declarations of Interest. Written evidence of the Internal Auditor’s independence will be obtained at the appropriate time.
