Minutes of the Meeting held on Thursday 28th May 2009 at the Village Centre, Gwernymynydd.

 

Chairman:  Councillor E. Owens

 

1.         Apologies for Absence

 

            Apologies for absence were received from Councillors Mrs M. Thomson,

            Mrs H. Roberts, Ms. R. Morrell, G. Morris and PC. G. Aldous.

 

            PCSO Andrea Ellis attended the meeting in place of PC. Gary Aldous

 

2.         Election of Chairman, 2009/10

 

            Councillor E. Owens was proposed and seconded for a successive term in the post of Chairman of the Gwernymynydd Community Council. Councillor Owens was unanimously elected Chairman.

 

            Thanks were given by the Members to the Chairman for all the good work done during his term of office. In response Councillor E. Owens thanked everyone for their kind words and for their support during the year. Councillor Owens also took the opportunity to thank Councillor C. Bradshaw for all the work done in progressing the Gwernymynydd Development Plan and for the support given to the Chair during the year.

 

3.         Election of Vice-Chairman, 2009/10

 

            Councillor C. Bradshaw was proposed and seconded for a successive term in the post of Vice-Chairman of the Gwernymynydd Community Council. Councillor Bradshaw was unanimously elected Vice-Chairman.

 

            In response Councillor Bradshaw thanked everyone for the vote of confidence and the support given to him during the year.

 

4.        To Adopt the Council’s Existing Standing Orders and Financial   Regulations

 

            The Council approved the adoption of the existing Standing Orders and Financial   Regulations without any alteration.

 

5.         To Approve the Minutes of the April Meeting

 

            The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting.                                                           2009; 01

 

6.         Matters Arising from the Minutes

 

           With reference to the proposal to buy salt/grit bins for both Blaenwern and Llys Enfys, the Council gave approval for the purchase to proceed; the Clerk was requested to pursue the action with Flintshire County Council.

 

7.         Planning Matters

 

Ref: DGJ/045783, Erection of 3 no. sustainable dwellings and the erection of 3 no. wind turbines on adjacent land and comprehensive landscape proposals. The Clerk informed the Council that an appeal to the refusal of this application had been lodged with the Planning Inspectorate on the 15th May 2009. Details of the appeal are to follow.

 

8.         Finance

 

            It was again emphasised by the Council that all avenues for financial assistance would be explored in order to re-coup any costs incurred on the Gwernymynydd Development Plan. The Welsh Assembly Government and Flintshire County Council for example will be approached to help with the finances for the production of the Development Plan.

 

            The Clerk reported to the Council the end of year Financial Statement 2008-2009; the Receipts gave an Income of £30,527.27 and the Expenditure an amount of £12,290.15, leaving an end of year balance of £18,235.12, to carry over

            into 2009-2010.

 

            To receive invoices for payment to order payment and to sign cheques, the Clerk informed the Members of the expenditure for May, the details of which can be found on page 2009; 06.

 

9.         Gwernymynydd Development Plan

 

            Councillor C. Bradshaw provided an overview of the successful event ‘Showcase Gwernymynydd’, that was held on the 10th May 2009. Councillor Bradshaw related that the event was excellently supported by villagers quoting as an example there were at least 85 people in the Village Centre’s Main Hall at any one time. He thanked the Members for their support on the day and also Jane Roberts and Andy Roberts from Flintshire County Council who had come along to emphasise/provide information on the close working partnership that has developed between the two Council Authorities. There had been a lot of interest in the displays and also in the ‘Post-it Board’ where a host of ideas had been given by members of the community.

 

            Councillor E. Owens informed the Members that interest had been shown in the ‘Showcase’ questionnaire (Satisfaction and Opinions Requested) that was available for all to complete on the day and that this interest was still evident with boxes being left e.g. in Caffi Florence and the Rainbow. Councillor Owens emphasised that the Development Plan has to be kept alive, that it must be prominent in the community and that the ideas submitted by residents need to be kept on board. It was resolved that the Village Newsletter would be a good means of keeping the community aware of the Development Plan.                                                                                   2009; 02

            Councillor Owens outlined to the Members the results of the ideas submitted, he categorised them into Communication, Village Facilities and Services, Road, Transport and Speed, and Planning.

 

            Councillor C. Bradshaw informed the Members that volunteers had come forward to join the Development Plan Steering Committee and that they would be meeting on the 23rd June. The meeting will commence with an introduction, what aspirations the Group have with the Plan, feed back from the ‘Showcase Event’ and to draw on ideas from similar Plans up and running in English Parishes, e.g. Barrow and Kelsall. Representatives of the Steering Committee would need to meet with the Village Centre Management Committee in order to facilitate regular meetings, ideally these would be held in the Centre.

 

            All the Members agreed that the ‘Showcase Event’ had been very successful and the Chairman thanked everyone who had contributed to that success; letters of thanks would also go out to Mrs. Jane Roberts, Andy Roberts (Flintshire County Council), Peter Newell (Tents and Events Ltd) and to Will Shepherd (Print Centre Wales).

 

10.         Gwernymynydd Youth Club/Youth Council

 

            Councillor E. Owens reported to the Members that negotiations were taking place with Flintshire County Council and the Gwernymynydd Village Centre Management Committee with regard to increasing the number of Youth Club meetings to twice per month. It is acknowledged that at the moment the gap between meetings does have an effect on attendances and hopefully with such an increase in frequency the popularity of the Club will be maintained.

 

11.         Cadole/Loggerheads, A 494

 

With reference to the discussions held in previous meetings concerns were still maintained by the Members with regard to the continuing nuisance of parked vehicles alongside the A 494 at Cadole and Loggerheads. It was noted that North Wales Police were doing all that was possible however the problem of parked vehicles obstructing the footway was still a hazard accompanied with an unacceptable risk to pedestrians. Members made reference to a recent article in the local newspaper, the Chester Chronicle, whereby concerns were made public about the very complaints received by the Council.

 

The Members resolved to write to the North Wales Trunk Road Agency about the concerns and to suggest to the Agency that parking could be provided in the grass verge areas in order to maintain the pavements free from parked vehicles. The verges could be strengthened by means of reinforced netting which would help to maintain them and still provide vehicular parking.

 

12.       Dog-fouling, Ruthin Road (Rainbow to Cadole shop)

 

            A request had been submitted from Councillor Mrs. O. Sweetman for a ‘dog waste bin’ to be located in a suitable position along Ruthin Road. The Council agreed to this request and resolved to pursue the matter with Flintshire County Council.

13.       Reports

 

            1.         Police Matters

                   

PCSO Andrea Ellis reported to the Council that there had been just one incident to investigate, this had occurred last week and was described as criminal damage to a flag pole located in Godr’re Coed.

 

PCSO Ellis informed the Members that an ‘Over 50’s’ conference was being held on the 1st July in Theatr Clwyd, Mold, North Wales Police will be in attendance to offer advice on any matters of concern.

 

Councillor K. Taylor related his concerns about intruders in the grounds around the Village Centre, PCSO Ellis stated that the police will look into the complaint and monitor the situation.

 

The Members thanked PCSO Andrea Ellis for attending the meeting.

 

2.         Outside Bodies

 

            With reference to the Village Centre Management Committee,

            Councillor K. Taylor provided an update of information for the Members.

 

            Councillor Taylor reported that a caravan rally would be taking place on the 26th-28th June and also a Gwernymynydd Scout Group cub camp 19th to the 21st June, both organisations would be using the Centre’s facilities. The emergency lighting system had been tested and the mound of soil near to the hard standing had now been removed.

 

            Councillor Taylor informed the Members that the visit to the Aberduna Quarry would take place on the 22nd July at 2.00 PM. The names of people going to the quarry need to be submitted to Councillor Taylor.

 

3.         Sub-Committees

 

                       With respect to the previous Minute 2008; 20; 3.8.5 reference to vehicles speeding through the housing estates, a proposal to hold a meeting to discuss the issue and to resolve the problem still needs to be held. This matter is to be progressed.

 

4.        A494, Gwernymynydd/Cadole    

 

            There were no additional items to Agenda Item11 for discussion.

 

            Councillor Mrs. N. Matthews informed the Council that the potholes in Cadole had been repaired on a temporary basis; further more permanent work will take place in the future. Also, Councillor Matthews reported that the path linking Blaenwern to the A494 will be tarmacadamed in the near future.

5.        Gwernymynydd and Cadole; Area Reports

 

            Tros-y-Wern: Ruthin Road: Swan Lane: Glyndwr Road: In these areas there were no items reported for discussion.

 

Cadole: Councillor T. Barley informed the Members that residents had recently felt the effects of blasting operations from the Cefn Mawr Quarry. The Quarry Management had been informed of the complaints but concerns had been expressed with regard to the non availability of vibration monitoring equipment to the Quarry to record the blasting. The Clerk was requested to write to Flintshire County Council and submit a complaint about the situation.        

 

            Llys Enfys/Bryn Eithin: Councillor K. Taylor informed the Members that there were potholes in the road which needed to be repaired.

            Blaenwern: Councillor C. Jackson reported to the Council that cars were using the bus lane as a filter road to Heol-y-Wern from the A494, this problem had resulted in some ‘near misses’ with users of the bus service. The Council resolved to report the matter to Flintshire County Council.

 

14.         Correspondence

 

            Items 1, 2, 3, 4, 5, 6 and 7 were received by the Council.  

           

15.       Late Correspondence

 

            The following information was received by the Council:-

          

            Welsh Assembly Government, consultation document on the proposed changes to the Account and Audit (Wales) Regulations 2005; Flintshire County Council, notification of the UDP Inspector’s Report; Clwyd Community Health Council, Annual Report 2008-2009.
