Minutes of the Meeting held on Thursday 30th April 2009 at the Village Centre, Gwernymynydd.

 

Chairman:  Councillor E. Owens

 

1.         Apologies for Absence

 

            Apologies for absence were received from Councillor Mrs N. Matthews

            and PC. G. Aldous.

 

2.         To Approve the Minutes of the March Meeting

 

            The Minutes of the above had been distributed and were confirmed as a true record of the business transacted at the meeting.

 

3.         Matters Arising from the Minutes

 

            There were no items for discussion

 

4.         Planning Matters

 

           Ref: SB/DS/046108, Notification to fell 1no. Scots Pine and to prune 5no. trees within the Cadole Conservation Area, located at Tan Y Bryn, Village Road, Cadole.

AGREED

5.         Finance

 

            To determine the amount of funding necessary to promote and accommodate the Gwernymynydd Development Plan.

 

            The Members discussed the above and resolved to allocate the amount of £4,000 from the Council’s Reserve in order to accommodate any expenditure that may be incurred in the formulating the Gwernymynydd Village Plan. The amended approved Budget Finance document is attached for the Members.

 

            It was determined by the Members that all avenues for financial assistance will be explored in order to re-coup the anticipated expenditure. The Welsh Assembly Government and Flintshire County Council for example will be approached to help with the finances for the production of the Development Plan.

 

            To receive invoices for payment to order payment and to sign cheques, the Clerk informed the Members of the expenditure for April, the details of which can be found on page 2009; 52.

6.         Gwernymynydd Development Plan

 

            Councillor E. Owens provided information papers for the Members relating to ‘Showcase Gwernymynydd’, he outlined what would be happening on the day and included flyers and posters for distribution throughout the community. The day’s Agenda was given by Councillor C. Bradshaw who also provided the Members with details of the organisations taking part on the day.

 

            The ‘Showcase’ would include photographs of Gwernymynydd through the ages and copies of the 2001-02 publication of A Photographic History of Gwernymynydd (more copies of the publication would be made available upon request).

 

            The final event on the day’s programme would be the Village Development Plan, this presentation by Councillor Bradshaw would provide all present with information of what the Plan is all about, its proposed time frame of a 3 year Plan which would incorporate not just housing and working alongside the Flintshire County Council’s UDP but a community development taking in such topics as footways, footpaths, the A 494 trunk road, the Village Centre and the CP School for the benefit of Gwernymynydd residents.

 

            To complete the ‘Showcase Gwernymynydd’ visitors would be asked to comment via a ‘Satisfaction and Opinions Requested’ questionnaire and together with a

            ‘Post-it’ Notice Board this information would provide a valuable insight about the public’s opinion concerning development in Gwernymynydd.

 

            Copies of the respective documentation are kept on file for the information of the Council.

 

7.         Gwernymynydd Youth Club/Youth Council

 

            Councillor E. Owens reported to the Members that the last Youth Club meeting had again been well attended. However, it was acknowledged that at the moment the gap between meetings did have an effect on attendances, hopefully the increase in the popularity of the Club will be maintained. Therefore it was resolved that the Council approaches Flintshire County Council with the view to increasing the number of meetings of the Youth Club to twice per month.

 

8.         Cadole/Loggerheads, A 494

 

With reference to the discussions held in the previous meeting concerns were still maintained by the Members with regard to the continuing nuisance of parked vehicles alongside the A 494 at Cadole and Loggerheads. It was noted that North Wales Police were doing all that was possible however the problem of parked vehicles obstructing the footway was still a hazard accompanied with an unacceptable risk to pedestrians.

 

The Members agreed to maintain this Agenda Item and to continue to monitor the situation.

9.         Reports

 

            1.         Police Matters

                   

 There were no items for discussion.

 

2.         Outside Bodies

 

            With reference to the Village Centre Management Committee,

            Councillor K. Taylor provided an update of information for the Members.

            The AGM had been held last week with all the Management Committee Officers being re-elected for another term of office. Councillor Taylor on behalf of the Management Committee thanked the Clerk, Mr. M. Richardson for auditing the accounts.

 

            With respect to improvement works completed Councillor Taylor reported that the access ramp to the field was now in use, two new doors had been fitted and replacement thermostatic valves had also been fitted to some of the Centre’s radiators.

 

A caravan rally was booked for this weekend and the Centre’s Management Committee had again agreed to accommodate the Flintshire County Council/Gwernymynydd Playscheme children at times of wet weather.

 

Councillor E. Owens outlined to the Members the concerns expressed by the Gwernymynydd CP School Governors at the recent meeting, this related to the reducing numbers of children attending the school.

 

3.         Sub-Committees

 

                       With respect to the previous Minute 2008; 20; 3.8.5 reference to vehicles speeding through the housing estates, a proposal to hold a meeting to discuss the issue and to resolve the problem still needs to be held. This matter is to be progressed.

 

4.        A494, Gwernymynydd/Cadole    

 

            There were no additional items to Agenda Item 8 for discussion.

 

5.        Gwernymynydd and Cadole; Area Reports

 

            Blaenwern: Ruthin Road: Swan Lane: In these areas there were no items reported for discussion.

 

Tros –y-Wern: Councillor Mrs. E. Parry informed the Members that the overgrown trees/bushes along the footpath had still not been cut back. Cadole: Councillor T. Barley informed the Members that the Village Road was in fact not named as such, this consequently had a knock on effect with respect to the use of SatNav equipment, Village Road, Cadole does not exist. The Clerk was requested to write to Flintshire County Council in order that Village Road, Cadole could be named and signed.

            Llys Enfys/Bryn Eithin: Councillor K. Taylor informed the Members that the salt/grit bin had now been filled by Flintshire County Council.

 

10.         Correspondence

 

            Items 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 and 11 were received by the Council.  

 

            Item 3; Councillor K. Taylor volunteered to attend the North Wales Police, Have Your Say About ‘Improving Quality of Service’,  meeting to be held on the 12th May 2009 at the Town hall, Caerwys.

 

            Item 9; Flintshire County Council, Local Government Boundary Commission for Wales, a Review of the Electoral Arrangements in Flintshire, the Council resolved to write to the Commission stating that for the Community of Gwernymynydd the existing electoral arrangements should remain. The comments received from Flintshire County Council to form the basis of the reply to the Commission.

            

11.       Late Correspondence

 

            The following information was received by the Council:-

          

            Flintshire County Council, a request to display the Notice of Election for the forthcoming European Parliamentary Election, 4th June 2009; North Wales Police, notification that Inspector Alun Oldfield would be changing roles in Mold CID to that of Detective Inspector, his replacement will be Inspector Andy Massey.
